Indianapolis Cable Franchise Renewals 2005-2008

A world class city needs world class community media.

What Should the City of Indianapolis Do Now?

Conduct a thorough community needs assessment.
Amend the City Code to require public access TV and a needs assessment for franchise renewal.
Commit to public access TV channels and a community media center.
Convene a working group on public access TV planning.
Provide forums for meaningful public participation in the franchise renewal process.

The City of Indianapolis is now in the three year period of cable franchise renewal negotiations with Comcast and Bright House Networks. Both Comcast and Bright House Networks have formally requested the start of renewal proceedings with the highly favorable federal protections.

What does this mean? This is an opportunity that we cannot afford to miss. It?s time to get involved now to make sure that the 2008 cable franchise agreements are more reflective of the needs and wants of Indianapolis, including a public access television channel and community media center.

What can we do? The community is not at the negotiating table, so we must convince our City County Councillors and Mayor to fight for our interests. We must convince them that it is not acceptable to be the only major city in the U.S. that does not require a public access TV channel. Tell them how the lack of public access TV and community media center impacts you and diminishes our quality of life, participatory civic discourse, creative expression, and the impact of our local nonprofit organizations, community groups, religious institutions, and neighborhood associations.
