No, Channel 16, WCTY, is NOT a public access TV channel -- it is Indianapolis' government access channel.  Its purpose is to produce and air programs related to local government.  Although Channel 16 sometimes relaxes its mission and produces and airs non-government programs, especially on its 2nd channel, Government Access (GA) TV2,  all programming is controlled by the City and the  general public is not allowed to use Channel 16's production equipment or channel.
