Despite widely publicized stories of occasional racist or highly-sexual public access programs shown in other markets, most public access programming seeks to fill the voids in the commercial media. In fact, one of the largest groups of public access producers is churches. According to the cable television franchise renewal study, "Utilization Review and Future Uses Study" by Municipal Services Associates, Inc., commissioned by the City of Indianapolis and dated 6/27/94, nearly 50% of Time Warner's (American Cablevision) public access programming was religious. In Indianapolis, public access programs ranged from comedy, music videos, health, cultural talk shows, and religion to teen issues.
