Access channels are cable television channels set-aside to assure community access to  cablecasting.  There are four categories of access channels: public, education, government, and leased access channels.  Local cable franchising authorities, like  the Indianapolis Cable Franchise Board,  set requirements for the noncommercial public, education and government (PEG) access channels for the local community's  use.  Sometimes the term "community access" is used to refer to PEG channels, and sometimes it refers only to public access.  Commercial leased access channel  capacity requirements and rates are set by the FCC to ensure that third parties, unrelated to the cable operator, have fair access to cablecasting on a paid, contractual basis.
