Public Access of Indianapolis, Inc. (PAI) developed this proposal and business plan and submitted it to the Indianapolis Cable Franchise Board for the establishment of an independent, public access media center and the reinstatement of a public access channel, on February 16, 1999.

To date the Board has taken no formal action.
