Or that community programmers have dropped 80% since Indianapolis lost its public access television channel?    After almost ten years, it's time for a public access channel for Indianapolis. There are so many, many groups -- neighborhood associations, community groups, churches and even local bands -- that would benefit from a true community based channel.     Let's make it happen!
