On Tuesday, August 8, 2006, AT&T became the first company to apply for the new state video franchising under the Indiana Utilities Regulatory Commission (IURC).  According to the Indianapolis Star, AT&T plans to offer its IPTV service, U-verse, to about half of its telephone customers, about 800,000 residences, by 2009 -- but does not want the locations, required on the video franchise application, disclosed.  The IURC has 15 days to approve the application, which provides an in perpetuity franchise, although the IURC has the authority to initiate or increase the number of public, education and government access (PEG) TV channels at any time.
